The Ministry of Science and Culture (MWK) is responsible for all universities in the state, the majority of non-university research institutions, state museums, state theatres and the scientific libraries of Lower Saxony.

Lower Saxony has a diverse and lively research landscape with 13 universities, 16 (technical) colleges (including eight state-recognised, private institutions) and a large number of non-university research institutions. Six Max Planck Institutes, four Fraunhofer Institutes, three locations of the Helmholtz Association and seven facilities of the Leibniz Association are located in Niedersachsen.

Renowned Lower Saxony art and cultural institutions within the Ministry's area of responsibility include the State Theatres in Hanover, Braunschweig and Oldenburg and the Lower Saxony State Museums in Hanover, Braunschweig and Oldenburg. The Gottfried Wilhelm Leibniz Library, the Herzog August Library in Wolfenbüttel and the TIB – Leibniz Information Centre for Science and Technology and University Library in Hanover are also of outstanding importance. The MWK supports the work of these institutions and contributes towards their financing.
